The Popplewell Report
On the 13th May, 1985, Mr Justice Popplewell was appointed to undertake an Inquiry with the following terms of reference:
"To inquire, with particular reference to the events at Bradford and Birmingham football grounds on 11th May, into the operation of the Safety at Sports Grounds Act 1975; and to recommend what, if any, further steps should be taken, including any that may be necessary under additional powers, to improve both crowd safety and crowd control at sports grounds".
The Secretary of State for the Home Department and the Secretary of State for Scotland presented this Report to Parliament in January, 1986.
The Popplewell Report also contains an excellent chapter on 'hooliganism'.
Sir Oliver Popplewell donated the papers of the Inquiry to the University of Bradford in 1999.
